Ability to Remove the Room without Fully Cancelling the Meeting

If a client no longer needs a room for a meeting since they are taking it virtual/elsewhere, if they try to remove the resource, it cancels the entire meeting and triggers the cancellation email. The client would like the ability to remove the room without cancelling the meeting.
