Improve Error Handling on User Import

As an admin user who frequently updates a large list of email users, it would be nice to have the system flag errors with data in bulk via a report or a modal window - showing all errors at once - instead of only showing the first error encountered. It is tedious to go through the process of identifying problem data rows and fields one at a time.
