Media Grid Element Using Layouts

I’m looking to create a grid layout that shows multiple pre-defined layouts simultaneously, and then pages through the all valid layouts in a folder. Just like the media grid element, but for pre-defined layouts. This would allow for external submissions to be used as classified ad boards. There may be another method, but this would be simple way to accomplish the concept. See image below - assuming those are external submissions.
